Executive Director
Jim has been HALT's Executive Director since December of 1997 and oversees all aspects of its operations. A public interest lawyer with a lifelong commitment to individual rights and equal justice, Jim directed investigations of chemical warfare exposure incidents during the Gulf War for a Presidential Advisory Committee during 1996, which ultimately led to legislation that aids ill veterans. During the early 1990s, he directed investigations for the Legislation and National Security Subcommittee of the U.S. House of Representatives, and during the 1980s represented plaintiffs in public interest lawsuits, including the largest legal settlement on record paid by the CIA. Jim received his B.A. from Cornell University in 1975 and his J.D. from Catholic University in 1979.
Program Director
Terri supervises HALT's research and education programs, serves as Editor of our newsletter, The Legal Reformer, and coordinates production of our other publications. She is also the secretary of HALT's Board of Directors and is the author of several books in HALT's Citizen Legal Manual Series, including The Legal Resource Directory, Small Claims Court and Your Guide to Living Trusts. Terri received her B.A. in Legal Studies from the University of Massachusetts at Amherst in 1982, and has served as a lay arbitrator for the D.C. Bar Fee and Legal Malpractice Arbitration Programs for over 20 years.
Senior Counsel
Suzy directs HALT's Lawyer Accountability, Legal Consumer Bill of Rights, and Judicial Integrity Projects. She assists in HALT's litigation, contributes to The Legal Reformer, monitors legislation, and drafts press releases. Before joining HALT, Suzy served as a paralegal in the litigation division of Morrison Forrester in San Francisco. She also interned with the offices of the Washington D.C. Federal Public Defender and the San Francisco District Attorney. A California native, Suzy received her B.A. in English from the University of California, Berkeley in 1997 and her J.D. from the University of California, Hastings in 2001. Suzy continues to be a volunteer attorney with the D.C. Employment Justice Center, where she assists indigent workers with employment-related legal problems.
Membership Services Associate
Stacie handles HALT's membership relations, including requests for information and publication requests. She also manages HALT's workplace giving programs and state charitable registrations. Before joining HALT, Stacie served as a Membership Associate with Satellite Business News, and worked as an Administrative Assistant/Office Manager for the Samaritan Inns, Inc., a nonprofit organization helping single men and women in recovery. Stacie received a paralegal certificate from George Washington University in Washington, D.C.
Development Director
Pat develops and implements the long-term strategy for all development
activities, including foundation fundraising, major donor outreach and
planned giving. Pat has more than 25 years development experience, working
in her early career in political fundraising and organizing and for the last
15 years as a development director and major gifts specialist for a number
of Washington, DC based non-profits. Pat received her B.A. in Political
Science from American University.
Program Assistant
Rachel handles media relations, produces HALT’s eJournal and provides support for HALT's reform agenda on small claims courts. She also contributes to other HALT publications, including The Legal Reformer. Rachel graduated from the University of Puget Sound in 2006 with a Bachelor of Arts in English.
Program Assistant
Emily coordinates major donor relations and foundation fundraising for HALT and provides support for the Lawyer Accountability and Judicial Integrity reform projects. She regularly contributes to The Legal Reformer and other HALT publications. Emily has a BA in Sociology from the University of Chicago, and has previously interned at several national nonprofit organizations. She plans to pursue a career in public interest law.
